Mark: they used 117,000 land mines in 1991 Gulf War in Iraq and Kuwait.. didn't kill one enemy soldier or stop one tank.. casualties though to our own troops and to civilians.. Bush administration has been *reviewing* land mine policy.. in secrecy, no public debate.. US has done some right things, stopping exports, providing money to clear old land mines.. President Clinton refused to sign the treaty banning landmines.. 15,000-20,000 people killed or maimed by landmines every year.. 70% are civilians, 33% are children.. in areas where there is now peace.. not something Americans have to worry about walking to the 7-11.. Iraq is severely affected by land mines and unexploded ordinance throughout the country.. from the Gulf War, Iran-Iraq war, WWII.. especially in northern Iraq, Kurdistan.. Dr. Hilfinger.. the father has worked everyday of his life.. we also met.. has an effective NGO.. disaster preparedness very slim.. water is short, storage is weak.. health care centers don't even have water.. 40% of Iraqis sell part of their rations every month.. 60% rely on food rations for all their food.. no cushion, if rations are interrupted, civilian consequences.. we're going to set up a tent and serve tea and cookies tomorrow.. at a water treatment plant.. Bush has set that he won't order attack on civilian infrastructure..
